Letter dated 23 August 1917 to J.G.B. Bulloch, written on the stationery of the U.S. Senate Committee on the Library. Originally enclosed with this letter was a communication from the Secretary of the Navy, which Williams asks Bulloch to return to him after reading it. That document is not included in the Library's collections.
